In the year 2010, Hyper Hurricanes sweep across the Earth, causing worldwide devastation! In this post-apocalyptic, dystopian future, Japan's wealthy ruling classes, known as "Logos," have maintained their position through "Phantom" military forces and the use of highly advanced Powered Assist Technology, forcing "Levinas" - the poor and exiled - to eke out a meager existence outside the special economic zones.
